Startup India registration in Rajasthan - iStart and state benefits

DPIIT (Startup India) recognition is the same wherever you register in India. iStart Rajasthan is the state's own layer on top of it - and unlike some states, Rajasthan is explicit that DPIIT recognition is a prerequisite for its programme, not a parallel or optional track. This page covers what iStart actually adds and how the two connect.

What iStart Rajasthan is and who runs it

iStart Rajasthan is the state's flagship startup platform, run by the Department of Information Technology & Communication (DoIT&C), Government of Rajasthan. It's built to be the single entry point for state-level support once you're already a recognised startup: financial assistance, free incubation through iStart Nest, mentorship, investor networking, government procurement access, and market-linkage support. As of recent figures, over 6,000 startups are registered on the iStart platform, with more than 5,200 of them also holding DPIIT recognition - which gives a sense of how tightly the two statuses travel together in practice.

iStart also runs a rating system called QRate, which scores registered startups across tiers (Bronze, Silver, Gold, Signature) and is used to determine eligibility for certain funding calls and ecosystem benefits - so your iStart tier, not just your DPIIT status, can affect what you're eligible to apply for.

What Rajasthan adds beyond central DPIIT benefits

iStart's benefits are funded partly through the state's Bhamashah Startup Promotion Fund (a ₹500 crore fund with a specific allocation for women-led and green ventures), and are structured in stages:

  • Idea-stage funding - support of up to roughly ₹2.5 lakh for startups still at the idea stage, subject to evaluation.
  • Pre-seed grant - a defined pre-seed grant amount for startups meeting the criteria set by iStart's Evaluation Committee.
  • Seed and scale-up funding - per iStart's own published funding process, seed-stage support can go up to roughly ₹25 lakh, with scale-up funding available up to roughly ₹1 crore for startups that clear the relevant evaluation stage; these caps are revised periodically, so confirm current figures on the iStart portal before applying.
  • Women-founder top-up - an additional incentive on top of seed-stage funding for startups where women hold more than half the equity.
  • Sustenance allowance - a monthly allowance (with a higher rate for startups based in urban areas versus rural areas) for up to a year, to support founders through the early stage.
  • Free incubation - through iStart Nest, a centralised, government-run incubator offering incubation and mentorship at no cost, separate from paid private incubation options.

How to apply, and what's required first

Rajasthan is one of the clearer states about sequencing: incorporate your company first, then get DPIIT recognition through the Startup India portal, and only then register on the iStart Rajasthan platform (istart.rajasthan.gov.in) to access state benefits. DPIIT recognition is treated as a prerequisite for most iStart funding programmes, not an alternative path.

Beyond that, iStart has its own eligibility layer: your company needs to be a private limited company, LLP or partnership firm, with turnover not exceeding ₹25 crore, and generally within seven years of registration (extended to ten years for biotech startups). You also need a registered office or genuine operational presence in Rajasthan. One process detail worth knowing before you apply: iStart's own guidance restricts changing your declared company 'stage' while a funding application is pending, and startups that have already received one type of funding (seed fund, marketing assistance, techno fund) typically can't reapply for the same category again for a period of around six months.

How this relates to your DPIIT recognition

In Rajasthan more than most states, the relationship is explicit: incorporate, get DPIIT recognition, then register on iStart. DPIIT recognition is what establishes you as a startup nationally and unlocks central benefits; iStart is what turns that into Rajasthan-specific funding, free incubation space, and access to the state's investor and procurement network. Skipping DPIIT recognition isn't really a viable shortcut here, since iStart's own funding process treats it as a gating requirement rather than a nice-to-have.

Frequently asked questions

Can I apply to iStart Rajasthan before getting DPIIT recognition?

iStart's documented process puts DPIIT recognition before iStart registration in the sequence, and treats it as a prerequisite for accessing most funding programmes. It's best to complete DPIIT recognition first rather than trying to run the two in parallel.

What's the difference between the idea-stage funding and the seed funding under iStart?

They target different stages of the same startup's life. Idea-stage funding (up to roughly ₹2.5 lakh) is meant to help validate a concept before there's a working product. Seed-stage funding (up to roughly ₹25 lakh, per iStart's published process) is for startups that have moved past the idea/prototype stage and need capital to build out the product and reach initial customers.

Does my QRate tier affect what iStart benefits I can access?

Yes. iStart uses the QRate rating (Bronze, Silver, Gold, Signature) to help determine eligibility for some funding calls and ecosystem benefits, so it's worth understanding how your startup is rated on the platform, not just whether you're registered.
